The process of feeding the day to day transactions as recorded in the cash book on the Public Financial Management System portal is called expenditure filing and expenditure filing is done through EAT Module of PFMS. ‘EAT’ facilitates timely distribution of funds for various schemes and prevent holding time thus saving a huge amount by ‘EAT’ing into the holding time of funds by the distributing agency. Skill enhancing training on PFMS-EAT module at Integral University, Lucknow in association with PFMS-Lucknow Office conducted a skill-enhancing training program on EAT (Expenditure Advance Transfer) module of PFMS (Public Financial Management System).

PFMS is a web-based online software application developed and implemented by the Office of Controller General of Accounts (CGA), Government of India. PFMS was initially started in 2009 as a Central Sector Scheme of Planning Commission with the objective of tracking funds released and real-time reporting of expenditure at all levels of Programme implementation. EAT – Expenditure Advance and Transfer is the core of one of the two modules, “Authenticity, transparency, and timeliness with regards to the education sector is a big boom and disciplines our working schedule” expressed Prof. Monowar Alam Khalid, Dean Student Welfare, Integral.

Adaptation of EAT on the PFMS portal is very useful in filing UC (utilization certificate), reduce the documentation work and enhance the transparency in financial transactions. This is an extremely important functional module of PFMS for monitoring the ultimate utilization of funds. It is now mandatory for all the institutes who are running Central Government funded projects to adopt EAT in their financial system as "EAT deals" with the uses of funds and eases the load of manpower. So far 26,011 agencies out of 17.9 lakh registered agencies in India are using the EAT Module. Integral University is one of the registered agencies of EAT-PFMS and thus has taken a step forward to provide exhaustive training to its PIs/Research Fellows/Faculty/Staff at the University level for effective use of PFMS module. The Program was conducted on 21st December 2018 by Sh. Hemant Kumar Srivastava, Sr. AO, SPMU, Lucknow (Master Trainer), Sh. Aman Kumar & Sh. Vinay Kumar, Operational Managers, SPMU-PFMS UP (Trainers). The programme was attended by more than 25 faculty members/staff, which included PIs having funding for various research projects, concerned research fellows, accounts personnel, staff from scholarship section etc. The training enhanced skills of the faculty/staff/researchers and was extremely useful in clearing a number of doubts in the smooth functioning of the PFMS (EAT-Module) by concerned stakeholders.
